European Digital Identity Wallet (EUDIW)

A mobile application that every EU Member State must provide to citizens and residents, enabling them to store and present digital identity credentials and attestations across borders.

The European Digital Identity Wallet (EUDIW) is the centrepiece of eIDAS 2.0. It is a software application, typically running on a mobile device, that allows natural and legal persons in the EU to securely store, manage, and present their Person Identification Data (PID) along with Electronic Attestations of Attributes (EAAs).

Each Member State is required to issue at least one wallet to its citizens and residents, free of charge for natural persons. The wallet enables users to authenticate themselves online and offline, sign documents with Qualified Electronic Signatures, and share verified attributes, such as age, professional qualifications, or driving licence data, with relying parties. A key design principle is user control: the holder decides which data to share, with whom, and can leverage privacy-enhancing technologies like selective disclosure to minimise the information revealed.

The wallet must meet high Level of Assurance (LoA) requirements and undergo conformity assessment and certification under the Common Criteria or equivalent schemes. It must also support standardised protocols such as OpenID for Verifiable Credentials (OpenID4VC), SD-JWT, and mdoc (ISO 18013-5) as defined in the Architecture Reference Framework. Large-Scale Pilots (LSPs) such as the EU Digital Identity Wallet Consortium (EWC), POTENTIAL, NOBID, and DC4EU are testing real-world use cases ahead of full deployment.

Once deployed, very large online platforms, banks performing customer due diligence, and certain public services will be legally required to accept the wallet for identity verification, making the EUDIW a foundational infrastructure for the EU digital single market.
